Community premade docker image

nu-dc_kos - Contains the toolchaine + kos + some extra dev tools. Check the github's readme for usage.
nu-dcdev - Contains the toolchain + kos. Check the github's readme for usage.
segadreamcast/toolchains - SiZiOUS updated toolchain (gcc5.2 and gcc9)
[1] - Einsteinx2 updated (gcc 9.3) toolchain
